Russian Narratives: Hidden Troll Armies and the Digital War
A special miniseries from the podcast 4 Minutes reveals how the Russian Federation uses words as weapons. We continue with our special miniseries Russian Narratives, where step by step we explore how information is turned into a weapon and how it can influence not only individuals but entire societies. Today, we focus on an area that is less visible than traditional media but all the more crucial in modern conflicts. We will talk about troll farms, cyber operations, and how opinions are subtly shaped, societies divided, and trust in institutions undermined in the digital space.
Perhaps you have sometimes wondered while reading comments under articles, scrolling through social media, or following online discussions, whether all the opinions you see are truly authentic. If so, your intuition does not deceive you. Much of what appears today as natural debate online is, in reality, the result of targeted manipulation. And it is here that troll farms come into play – organizations whose main task is to create, reinforce, and spread specific narratives, often with state support or direct oversight.
One of the most famous and sophisticated structures of this type is the Internet Research Agency, also known by the acronym IRA, based in Saint Petersburg, Russia. Although its name may sound academic and neutral, it is, in fact, a professionally organized network whose primary goal is to manipulate public opinion, support Russian geopolitical interests, and spread chaos across social media both within Russia and abroad. The agency became particularly infamous for its activities during the 2016 U.S. presidential elections, when it systematically created fake profiles, spread disinformation, and attempted to divide American society along racial, religious, and political lines.
The work within this agency is neither exceptional nor particularly sophisticated on an individual level – employees work in shifts, receive specific instructions on which stories to spread, and are tasked with producing hundreds of comments, posts, tweets, memes, videos, or fake reviews every day. Truth does not matter. Honest argumentation is irrelevant. The only thing that counts is the effect – to weaken trust in democratic institutions, polarize society, fuel conflicts, and strengthen the influence of narratives favorable to Russia.
Trolls in these farms have clearly defined "personas" – fictitious identities complete with detailed profiles, biographies, interests, and opinions designed to appear as credible as possible. In practice, they often debate with themselves under different accounts, supporting their own arguments, creating the impression of broad consensus, or alternatively staging artificial conflicts to push emotions to the forefront and suppress rational discussion.
Besides human trolls, bots – automated programs that generate, share, and spread content without direct human input – play an enormous role. These bots can, within seconds, organize "campaigns" to boost certain hashtags, spread false news, or flood discussions to the point where genuine voices are drowned in a sea of noise. Bots tirelessly copy, adapt, and replicate content to make it appear organic and authentic, which makes them particularly dangerous, especially during crises when people seek quick and simple answers.
An important ally of troll farms and bots are the algorithms of social media platforms themselves. Designed to maximize user engagement and time spent on the platform, these algorithms automatically prioritize content that provokes emotions, stirs outrage, or polarizes. If a troll farm can generate enough engagement – through comments, shares, or reactions – the algorithm will boost this content to a wider audience. In other words, the very systems originally created to show us "the most interesting content" often unknowingly help spread disinformation today.
The goal of troll farms is not necessarily to convince everyone of a single truth. More often, it is a strategy of chaos: to create so many versions of reality, so many conflicting pieces of information, and so much emotional clutter that people lose confidence in anything they hear or see. The result is a society paralyzed by uncertainty, distrust, and resignation.
Troll farms do not focus only on the domestic Russian audience. Their activities are carefully targeted at specific countries, regions, and demographic groups. For example, during the European refugee crisis, coordinated campaigns were launched to heighten fears of migrants, stir tensions between communities, and support extremist political movements. During the COVID-19 pandemic, troll farms focused on spreading misinformation about vaccines and public health measures, contributing to global distrust in medical institutions.
In addition to organizations like the Internet Research Agency, there are dozens of smaller groups, semi-state initiatives, hacker collectives, and individual "patriots" participating in these operations. Some work for money, others out of ideological conviction. In many cases, the goal is to maintain what is called "plausible deniability" – the ability to say, "It wasn’t us."
Today’s information space is therefore not merely a marketplace of ideas but a literal battlefield where small daily wars are fought for our attention, emotions, and ultimately our convictions. Perhaps most disturbingly, this battle is often invisible, undeclared, and taking place right inside our phones, computers, and minds.
